Palos Verdes Estates sets its fence rules in Municipal Code Chapter 18.32:
- Next to a public street (in the setback): up to 3 feet 6 inches.
- Everywhere else: up to 6 feet 6 inches.
- Measured from: the lower of natural or existing grade.
- 6’6″ to 8’0″: needs approval from the Director.
- Over 8 feet, or over 42 inches in a street setback: needs Planning Commission approval. A long-standing Council policy lets the Commission allow more than 42 inches in a street setback only for open-type fences, where similar fences are common on the block.

Fire Safety and Fencing in Palos Verdes Estates
Palos Verdes Estates has Moderate, High and Very High Fire Hazard Severity Zones under the state’s March 2025 maps.
California’s new Zone 0 rules cover the first 5 feet around a home in Very High Fire Hazard Severity Zones. The state Board of Forestry adopted them in August 2026, and they take effect once the state finishes its final review. As adopted, they say combustible fences and gates may not be attached to a home, and that no new combustible fences or gates are allowed within 5 feet of a home once the rules take effect.
